When you take a color portrait, chances are you are also taking a photo of the clothes. If the subject is wearing white, why make it a color photo? In other words, if you make a conscious decision to shoot in color, one of the reasons is the color present in the shot.
The purpose of the photo above was to show off the design of the dress. The decisions were to shoot in color with a plain white background for the high key effect. The point of view is from a low angle, to accentuate the billowing skirt of the dress and the texture. Form is also important here; to sell a dress you have to allow it to show off the wearer's body; hence the angle used.
